Observation

The allegation that a teacher was not supervising children during graduation and the allegation a teacher's back was turned when a child had a chair placed across their chest is more likely than not, valid because during the onsite visit and interview with staff, the staff said they did witness the teacher watching the graduation and eating pizza and during the interivew with the teacher, the teacher said they were working and in charge of a small group of children and the teacher said they did not remember seeing an incident when a chair was placed over the child's chest. ??
